Despite my affinity for huffing the horticulture, no. The image's definition of "Stoned" seems more like what people would experience on Nitrous Oxide. I'm a philosophical stoner.

California allows you to register in quite a few of the "smaller" parties (Peace and Freedom, Natural Law, Green, etc), there are also "open" primaries for some positions.
