Maybe less. If you read the wikipedia entry for Doctor Who, it was suggested that his "first" incarnation may have been a regeneration!

But...they seem to have backed off the whole "12 regenerations" rule. In "School Reunion", the Doctor says he'll never die, just keep regenerating.

They'll change it all the time. The BBC are hardly bothered about getting writers to stick to continuation.
