When I use quote marks, should they be outside of the full stop? The uppity colonials call it a period.

I don't want to Google. TK has made me too fucking lazy. I demand a full smackdown.

"What he said." Just looks more elegant than "What he said".
 
Inside the quote marks is much more preferable IMO. Though either way is correct as long as you stick to one or the other for the entire piece you're writing.

all punctuation should be inside the quotes. Look in any book with dialog, everything is inside the quotes.

What if you're writing a sentence out that is not in the quote and you put something in quotes right before the end but it's not dialog? I don't know what to do in these "situations". INSIDE OR OUTSIDE?

Wrong. A question mark that isn't part of the quoted matter will require the question mark to be placed outside the quote marks.
 
Are you sure he said "I like pies"?

is not the same as

Are you sure he said "I like pies?"
 
OH one is a question about a statement and one is a question about a question.

well of course there's exceptions, but if we're talking about dialog, the punctuation goes inside.
