How many people can you light on fire with one match?

That's a lot. Are you assuming one flaming person will run into another and set them aflame? Does that even count? What if you use the match to light a candle, then you could use the candle to light a lot of people on fire. Not that I've put much thought into this.

I was thinking douse them in petrol first and have them stand together.

The number then would seem unlimited. Are you choosing 40 based on your best guess of how many people you could convince to be doused in petrol and stand next to each other, given a limited amount of time?
