When horses are really bored, they'll chew on the edges of their stalls and doors and stuff, and when they get a good groove in the wood they'll sink their upper teeth into it an pull back until their upper jaw "pops". They get some sort of euphoric buzz over it and become addicted to it and do it endlessly when stalled.

The stable owners, in interest of keeping thier stables undamaged, should keep the horses preoccupied with an ample supply of lolis then. That way, everybody wins, and no euphoria is lost.
