No relation to Phlox. And she is only distantly related to Peter Billingsley from A Christmas Story:

Billingsley is related by marriage to actor/producer Peter Billingsley, known for his starring role as Ralphie in the seasonal TV-movie classic "A Christmas Story". First husband Glenn's cousin is Peter's mother, Gail Billingsley.

The show was before my time, even in reruns, but it was a very iconic show for the olders folks in my generation. And she was a pro, she was still working until about 7 years ago. RIP.
