There's been budgetry cutbacks, and Eastern European labour just comes so much cheaper. Just be thankful Latvian's haven't discovered thumbscrews yet.
 
In fact, those who do expect the Latvian Inquisition, should thank themselves lucky they didn't get the Bulgarian Inquisition. They're not as cheap, but notoriously more clumsy with the heated callipers.
