I think I first saw that about 6 years ago on teh Interweb! It's usually attributed as 'The difference between France & The USA' - I mean, why does the USA compare itself to an entire continent?

That's silly. Everyone knows the difference between France and the US is that France isn't allowed to disagree with the US declaring war on other countries, but the US is allowed to launch unofficial trade embargoes.
