Panhandling is not permitted

It's a catch-22. The argument that giving directly to the homeless only enables their gratification habits (booze) rather than improves their lives is a common one, and mostly based in truth. The guy who has been singing outside my living room window every night for the past 5 years is evidence of that.
I admit that I see way too many beggars on a daily basis, and have at least a half-dozen "regulars" along my commute to work. And I am not inclined to fork over my cash to all of them, there are only so many people I can help before my pocket empties.
But the argument that sweeping the homeless away and putting up these "meters" doesn't do near enough to care for these people and help give them a true fresh start. They spend their panhandling change on booze because there's no option other than food available to them. That dollar isn't going to get them shelter, clothes, job opportunities or healthcare. Even panhandlers with a good routine who manage to make a decent haul can't do much besides fend off starvation or malnutrition.
If government isn't responsible for these people (the usual argument of fiscal/social conservatives), then why hasn't the private sector figured out how to deal with them other than denying their existence? A society that can throw people away like trash will eventually fall to ruin, history has shown this much.
But I do wish the guy outside my window would shut the fuck up some nights.

as a vet, homeless vets disturb me most
i dont want to become one
and really, when i think about it
the guys who are real homeless vets should have never let it come to that
before i ever end up on the streets id make sure to kill a lot of motherfuckers who had it coming to them
preferably rich greedy bastards
and people that work for the man
better to die in a shoot out with pigs
then live the life of a beggar after serving one's country...
