There's this guy I know that's 23 (maybe 24, I don't know him too well) that's been having sex with a 15 year old girl for over a year now.

That's starting when she was 14.

Is he a pedo?
 
Pedophilia is a term describing an 'interest' in preteen sex. Only the guy himself can answer that.

The law calls him a statutory rapist no matter what he calls himself, though. ;)

The thing that weirds me out is that both his parents (who he still lives with) and her parents know about it.

And they don't seem to care.

Sounds like everyone's going to stay hush-hush about it until she turns 18 and they get married. I had an older cousin go that route once. (He is now deceased so I'm not implicating him)

To clarify, they're not actually dating. They're just having sex. He actually dates other women while banging the 15 year old.

But he does live about 10 minutes from the former (and maybe current?) teen pregnancy capital of the state :P

Then they should bitch slap the girl for being so damn stupid.
Then they should mega bitch slap both sets of parents for EPIC FAIL.
 
It's probably best to set a limit rather than trying to assess the emotional maturity of every under age girl on a case by case basis.
 
Genetically, paedophiles have more DNA in common with crabs than with you or I. Now there's no real evidence to support this, but it is scientific fact.
