"A Friend" (a woman, go figure) had her iphone stolen by someone at a bar last night. I told her to go make a police report. She asked "Does it cost any money to make a police report? It costs $50 in Atlanta."

I told her the LAPD is corrupt, but its not that corrupt... yet. But it got me to thinking - does your local PD charge to file a report?

Your friend may not have paid the fee to file a report with the police but may have filed something with the court, such as a request for harassment protection or a temporay injunction order against an estranged spouse, for which the court may have required her to file a report about the action she was trying to protect herself from with the police first.

It seems insane that one would have to pay money to have the police do their job...Means the poor have no chance of protection.
