Anyone know a good skinning program for windows that is actually free?

Windowblinds is great, but it fucks up the scrollbars and it isn't actually freeware, with all the poking and prodding to buy.

Well, the scrollbars thing in WindowBlinds depends on whose skin you're using -- but you're right, most artists don't do a very good job with that.

As far as free skinning apps... nada. Not that I know of, anyway.
