It's definitely the best odd-numbered film between 1-9, there's really no competition there.
Comparing III and 11/2.1 is tougher, it's kind of like comparing "The Trouble with Tribbles" to "Trials and Tribble-ations"...or maybe "Disaster" to "Rascals" if they had a budget of $150 million to make it...
