To the North using access to satellite photos, you will be able to see the tracks in the desert, that were the old canals that fed the ancient farmlands of then Mesopotamia.

A TOTALLY gravity fed water and irrigation system covering hundreds of thousands of square miles.

Already laid out, already surveyed, already mapped, and already proven to work. The Iraqi people need jobs and the cities are unsafe. If we want to succeed in Iraq, what about offering insentives to the Iraqi people to return to farming. This would reduce the populations of the citiesw where there is no security, and separate warring parties, criminals and radical militias from peaceful peoples.

Iran needs food.
Iraq needs Food.
Saudi Arabia needs food.
Jordan needs food.
Afghanistan needs food,
Syria needs food.
Turkey needs food,
Israel needs food.
Lebanon needs food.

Tribal leadership in these areas already exists. The basics of regional Government already exists. You can see an enemy coming for MILES and the land is CHEEP! Present tribal control could be compensated directly (PAY for the Land) and leave them in power and in charge of security and local control.
