If the cops set up a vehicle to be stolen and someone walking by hops in, are they really catching a car thief, or are they just catching someone who thought they could get away with someone but has never done anything before?

At the end of the year when they are boasting at how many car thieves they are catching-ARE THEY REALLY?! I WANT TO KNOW.

All the people who have actually had their vehicle broken into and the person never found might beg to differ.
 
INTERESTING QUESTION. I wonder if most car thieves are opportunistic or if they plan to steal a car. I guess PROFESSIONAL THIEVES would plan it but mabye you get kids on drugs who just decide to steal a car on a whim for a laugh.

But then what about when the police catch paedophiles by pretending to be kids online? Is that the same thing? Probably not.
 
I know, my next comment was going to be something a long the lines of,"we'll let's just put a naked person in the street to catch all the rapists?!?!"

On a similar note- a glitch in the system allowed several people on government assistance to keep on shopping to thier hearts content for a full day and a Wallmart store allowed it to happen. I wonder if they will have to pay it back.
 
I do think most car thieves look for an easy target, probably. AND nakedness isn't the lure of rapists, clothes or no clothes or some clothes... people wearing clothes get raped. It would be better to put a rapee decoy in a bar pretending to be intoxicated or something LIKE THAT.

They'd probably have to pay back the money spent at Walmart, somehow. Or they'd be arrested for fraud.
 
They could have robots diguised as women to catch rapists and when the rapists touch them they got an electric shock and die.
