Did Kelvin work for DHARMA before the Purge? Then how come Sayid saw him in Iraq? Or did Ben's group hire him to work in the Swan posing as DHARMA?

The Purge was 92, so it looks like he started working for Dharma after it. Maybe Radinsky managed to contact some Dharma friends off island to recruit him.
 
Or maybe Kelvin was an Other.

Yes. We saw the Purge in season 3's "The Man Behind The Curtain" when Adult Ben killed his father (so Ben must be given back to Dharma by the others at some point between 77 and 92.) Also Horace's ghost or whatever in Locke's vision in season 4's "Cabin Fever" said "I've been dead for twelve years" and that was in 2004.

Kelvin didn't act like an other and talked about being part of Dharma to Desmond. He was secretly trying to leave the island on Desmond's boat too.
 
Maybe he thought he was with Dharma but he was really put there by the Others (Ben). They told him he couldn't go outside without the radiation suit to keep him from snooping around. I DON'TKNOW. That's one thing they may never tell us.
 
I think after the incident the Others and Dharma reach a kind of agreement where the others will let Dharma man the Swan because they know the fate of the world is at state and Radinsky is exiled there as punishment for being a jerk (and after 20 years he kills himself at last leaving Kelvin alone until Desmond arrives brother) and the others just let them stay even after the purge because they know pushing the button is important. mABYUe.
