Putin’s Infrastructure War Won’t Stop in Ukraine

With its ground war in Ukraine faltering, Russia has intensified its use of unmanned drones to attack Ukraine’s critical infrastructure — and signaled a willingness to conduct similar strikes against the West. Last week, Russian president Vladimir Putin suggested that “any critically important object of transport, energy or utilities infrastructure,” regardless of location, could be fair game. In the face of such threats, US and European leaders should ramp up efforts to protect critical infrastructure and make clear that any deliberate acts of sabotage will bring an equally punishing response. Russia’s latest air assault has targeted Ukrainian cities, including Kyiv, as well as the country’s power and water facilities. Ukrainian president Volodymyr Zelenskiy said Tuesday that Russian strikes have destroyed 30% of the country’s power-generation capacity in just over a week. By deploying waves of “kamikaze” drones — allegedly supplied by Iran — against infrastructure targets, Putin hopes to terrorize Ukraine’s civilians and weaken their resolve as winter sets in.

Russia-Ukraine war live: UK sanctions Iran over drones used in Russian attacks in Ukraine; Kyiv restricts power use

  • Russia’s recent admission that a “difficult situation has emerged” in the Kherson region is highly unusual and likely indicates that authorities are considering a major withdrawal of their forces from the area west of the Dnipro river, British intelligence has said.
  • Ukraine began restricting electricity supplies across the country starting from 7am on Thursday in response to Russia’s strikes against its energy infrastructure. A barrage of more than 300 attacks have destroyed a third of all power plants across the country, President Zelenskiy said. Ukrainians will now need to prepare for “rolling blackouts” and people will have to conserve energy, the deputy head of the president’s office, Kyrylo Tymoshenko, warned.
  • A Russian air strike that hit a major thermal power station in the city of Burshtyn in western Ukraine on Wednesday has caused “quite serious” damage, the region’s governor said on Thursday.

Russia-Ukraine war live: US pledges ‘unwavering commitment’ to Ukraine; Zelenskiy accuses Russia of delaying 150 grain ships

  • The Ukrainian president, Volodymyr Zelenskiy, has accused Russia of delaying the passage of more than 150 ships scheduled to carry grain exports through the Black Sea. In a video address, he said that Russia’s actions mean that Ukraine has delivered three million tonnes less grain than planned.
  • The UK, France and Germany have called for a UN investigation into accusations that Russia is using Iranian drones in Ukraine. If found to be true, the allegations would be in breach of UN security council resolution (UNSCR) 2231. A letter, seen by Reuters, was circulated to UN security council members by the three countries, known as the E3.
  • The Pentagon also published a readout of the US defence secretary’s call with the Ukrainian defence minister, Oleksii Reznikov. US secretary of defence Lloyd J Austin III pledged “unwavering US commitment” to supporting Ukraine against Russia

Ukraine General Warns World About Putin Nuclear Threat: 'Should Be Worried'

AUkrainian general has warned about the use of nuclear weapons by Russian President Vladimir Putin, saying that Kyiv and the world "should be worried." During an exclusive interview with ABC News' Chief Foreign Correspondent Ian Pannell, Oleksandr Syrskiy, a general of Ukraine's ground forces, was asked about how worried he is and if the world should share his concerns about a potential use of nuclear weapons by Putin. "We are and should be worried," Syrskiy said in response. "And I do believe that such a threat really exists and we have to take it into account." The concerns were disputed by the U.S., France and Britain, who said in a joint statement that "Our countries made clear that we all reject Russia's transparently false allegations that Ukraine is preparing to use a dirty bomb on its own territory. Russia-Ukraine war latest: Putin watches Russian nuclear drills; 1,000 bodies exhumed in Kharkiv oblast, reports say

Russian president monitored practice launches of missiles; bodies in Kharkiv oblast include 447 found in Izium, local media say.

Summary

19:04
The time in Kyiv is 9pm. Here is a summary of the day’s headlines:
  • The Russian president, Vladimir Putin, monitored drills of the country’s strategic nuclear forces involving multiple practice launches of ballistic and cruise missiles on Wednesday. The defence minister, Sergei Shoigu, reported to Putin that the exercise was intended to simulate a “massive nuclear strike” by Russia in retaliation for a nuclear attack on the country.

  • About 1,000 bodies – including civilians and children – have been exhumed in the recently liberated territories of the Kharkiv oblast, media reports say. This includes the 447 bodies found at the mass burial site in Izium.
  • Ukraine’s counter-offensive against Russian forces in the southern Kherson region is proving more difficult than it was in the northeast because of wet weather and the terrain, Ukraine’s defence minister said. Kyiv’s forces are piling pressure on Russian troops in the strategically important Kherson region occupied by Moscow since the start of its invasion, threatening president Vladimir Putin with another big battlefield setback, Reuters reported.

Blackouts worsen in Ukraine; fighting rages on many fronts

Relentless Russian attacks on energy infrastructure prompted Ukrainian authorities on Friday to announce worsening blackouts around the country’s largest cities, with Kyiv's mayor warning that the capital's power grid is working in “emergency mode" with energy supplies down as much as 50% from pre-war levels. In the Kyiv region, as winter looms, the latest damage to utilities will mean outages of four or more hours a day, according to Ukrenergo, the state operator of Ukraine’s high-voltage transmission lines. But Kyiv regional Gov. Oleksiy Kuleba warned “more severe and longer shutdowns will be applied in the coming days. "Ukrainian President Volodymyr Zelenskyy said power outages were affecting about 4 million people across the country. He said last week that 30% of Ukraine’s power stations had been destroyed since Russia launched the first wave of targeted infrastructure strikes on Oct. 10.

Russia Says It Will Suspend UN-Brokered Ukraine Grain Export Deal

Russia announced Saturday that it will move to suspend its implementation of a U.N.-brokered grain deal that has seen more than 9 million tons of grain exported from Ukraine during the war and has brought down soaring global food prices. The Russian Defense Ministry cited an alleged Ukrainian drone attack against Russia’s Black Sea Fleet ships moored off the coast of occupied Crimea, which Russia says took place early Saturday, as the reason for the move. Ukraine has denied the attack, saying that the Russians mishandled their own weapons. The U.N. chief said the grain deal — brokered by the United Nations and Turkey in July and which expires on Nov. 19 — helps “to cushion the suffering that this global cost-of-living crisis is inflicting on billions of people,” his spokesman said.

Ukraine war: Russia halts grain deal after 'massive' Black Sea Fleet attack

Russia has announced it is suspending its involvement in the internationally-brokered deal that allows Ukraine to export grain from its Black Sea ports.

It comes after Russia accused Ukraine of a "massive" drone attack on the Black Sea Fleet in Sevastopol, Crimea. Ukraine has not admitted the attack and President Volodymyr Zelensky called the Russian move "rather predictable". Without providing evidence, Russia also accused British troops of being involved in Saturday's attack.
It also accused the UK of blowing up gas pipelines last month. In its response, the UK Ministry of Defence (MoD) said Russia was "peddling false claims of an epic scale". Russia's defence ministry says drones used in Saturday's attack targeted ships involved in the grain deal. It said one vessel had received minor damage.
Hours later, a statement by the foreign ministry in Moscow said: "The Russian side cannot guarantee the safety of civilian dry cargo ships participating in the 'Black Sea Initiative', and suspends its implementation from today for an indefinite period."

Ukraine warns Iran missiles will be 'difficult' to shoot down; Russia drafting 120,000 more troops: Live updates

[size=5[Iran is reportedly preparing to send about 1,000 additional weapons, including short-range ballistic missiles and more attack drones, to Russia to use in its war against Ukraine. CNN first reported the deal, citing officials from a Western country that closely monitors Iran’s weapons program. Ukrainian Air Force spokesman Yurii Ihnat told Ukrainian media that the Kremlin is buying the Iskander ballistic missiles from Iran because Russia is running out of them. “It is theoretically possible to shoot them down but very difficult with the means we have at our disposal," Ihnat said. "We have air defense, not missile defense.”[/size]

Ukraine Allies Can't Give In to Putin's Demands for Ending War

The Kremlin has suggested that negotiations could be on the table to end the war in Ukraine, but Russian President Vladimir Putin's demands are putting the West in a bind that is unlikely to result in a cease-fire. For the last eight months since the invasion of Ukraine began, Russia has shown little interest in ending the war unless Ukraine gives in to their demands. Peace talks have been stalled for months despite Putin's major battlefield setbacks that have prompted a partial mobilization of Russia's population. Russia has even blamed the United States for the lack of a peace agreement, but Lavrov's recent comments signal the Kremlin may be changing its tune. Experts told Newsweek that Putin proposing ideas Moscow knows the West would never accept are part of a larger plan to fracture the coalition of Western nations that have rallied behind Ukraine. "Each time the Russians have mentioned negotiations, it's a test—they want to see how close the West would be to actually engaging with them," William Reno, a political science professor at Northwestern University, said.

Ukraine war: Putin allows former prisoners to be conscripted

Convicted murderers and drug dealers who have recently left prison in Russia face being conscripted to fight in Ukraine under a change to the law. President Vladimir Putin amended the legislation on calling up reservists to include men convicted of serious crimes who recently left prison. Former prisoners convicted of sex crimes against children or terrorism are still excluded from serving. Russian soldiers have been accused of crimes during the invasion of Ukraine. Ukraine itself says it has identified tens of thousands of possible war crimes by Russian forces. Russia denies deliberately attacking civilians and accuses Ukrainian forces of targeting civilians in separatist-held areas of the country with artillery, which Ukraine denies. The UN commission said it had found "two instances of ill-treatment of Russian Federation soldiers by Ukrainian soldiers" but the number of war crimes allegations against Russia was "obviously significantly larger".

Russia Loses Two Ka-52 Attack Helicopters, 12 Drones in a Day: Ukraine

The Ukrainian Air Force's South Command said its forces shot down two Russian helicopters as well as Iranian-supplied "kamikaze" drones. The command said on Saturday that over the previous 24 hours, three enemy Shahed-136 drones were downed over the Mykolaiv region, and three more were shot down by other units of Ukraine's South Defense Forces. Two Russian Kamov Ka-52 attack helicopters were also downed in the southern Kherson region, the command said. They added they had destroyed three Russian ammunition depots in the Beryslav and Kherson district in other strikes, news outlet Ukrinform reported. Newsweek has contacted Russia's defense ministry for comment. Releasing it's separate daily assessment of Russian losses, the General Staff of the Armed Forces of Ukraine said that on Friday Moscow lost 12 drones in total, alongside eight tanks and 21 armored personal vehicles. The Iranian drones have had a big impact on the war, striking Ukrainian targets which include civilian infrastructure. Tehran had denied supplying Russia with the devices although on Saturday Iran's foreign minister, Hossein Amirabdollahian, admitted his country did provide them but said this was before the war began.

Russia's Prigozhin admits interfering in U.S. elections

Russian businessman Yevgeny Prigozhin said on Monday he had interfered in U.S. elections and would continue doing so in future, the first such admission from a figure who has been formally implicated by Washington in efforts to influence American politics. In July, the U.S. State Department offered a reward of up to $10 million for information on Prigozhin in connection with "engagement in U.S. election interference". He has been hit by U.S., British and European Union sanctions. Prigozhin kept a low public profile until recently but has become more outspoken in the course of the Ukraine war, including by criticising the performance of Russia's generals.
