In late September, after Russia illegally annexed four Ukrainian regions, he signed a decree stating "the impossibility of holding talks" with Putin. But the preconditions the Ukrainian leader listed late Monday appear to be non-starters for Moscow, so it's hard to see how Zelenskyy's latest comments would advance any talks.

Ukraine troops prepare to reclaim city abandoned by Russians


The Russian Defense Ministry said Friday that it finished pulling out its troops from the western bank of the Dnieper River in Ukraine’s southern Kherson region, a retreat that marks another humiliating setback for Moscow in its war in Ukraine. In a statement carried by Russia’s state news agencies, the ministry said the withdrawal was completed at 5 a.m. on Friday, and not a single unit of military equipment was left behind. A Washington Post analysis of data from the Institute for the Study of War shows that, after aggressive advances in the first weeks of war, Russia hasn’t gained more than 1,000 square miles in a week since April.
