What happened between Panda and VKD?

I'm shocked and upset. VKD seems a little confused about Panda.

1st he says this

So, we're getting a picture of someone who knows his identity and seen him in action
Then - days later

Now, it could be that VKD got confused, or that they actually had a secret spat over something or other. OR.... there is another reason entirely.
