At NationStates, it's not too unusual for serious puppetmasters to operate a hundred or more nations at once. It's very easy to serially reach a history of 1500 accounts anywhere big, particularly if you're being clever with IP proxies.

Remember, he's not using all 1500 at once, just a batch at a time.
