HQ videos are (mostly) in the same resolution as normal YouTube videos, just with better picture and sound quality.
HD videos are (mostly) in a much higher resolution to normal YouTube videos (meaning they look pretty much DVD quality or better when fullscreen if done right) and much better audio quality.
