I believe that you believe that the more you say it, the more people will believe it. I also think most anyone watching our tango would have figured out long before you that you are wrong. And since I'm already being loquacious, I've read the OP article again, along with some of the latest about the NCLB reforms, plus the comments here. Rolling out changes to different states that have developed their own transition plans and are requesting more authority and responsibility makes sense. I think Obama is doing the right thing in not radically changing the system and dropping it on all states at once. Those who are ready go first; others leverage and follow. Optimistic about improvements, if not complete success.
