Not quite. Q was all into the universe. He appeared to be omnipotent although he didn't even know his own future, but he was most definitely not oblivious.

I imagine the cosmic mind to be somewhat like a planet. It is active, it is living, it is creative, it is even intelligent but it truly is oblivious because it cannot fathom me. In order for me to even be significant to a planet, I would probably have to crash another planet into it. Then, the planet would only be reacting to the crashing into of it by another planet.
