It's much easier for a city government to pass a blanket banning law than to address the real issue of unqualified but very stupid people owning dogs without training or understanding of the breed. As I said before, even small dogs can be vicious is the owner does not become the alpha dog and institute training and proper control. There are no bad dogs, just stupid, ignorant people who need to be banned from owning dogs in the first place.
