I recently downloaded the Vol 1 of the Neal Adam's Batman hardcover & "The Killing Joke" with Brian Bolland art. I also downloaded the "Hush" storyling with the amazing Jim Lee art. There is an axxo torrent out now that has the 1st 4 Bat flicks, haven't downloaded it but axxo has very good quality films.

I think Bane as an Evil genius on steroids is entirely plausible for the next flick. Penguin, or Mad Hatter are more fitting to me as villains who pops up in the movies, but aren't main antagonist. Much like Scarecrow was in "Dark Knight".

Well, it's entirely plausible to use Hatter and his brainwave altering microchips if they can stretch your imagination to believe cell sonar. It'd be interesting to see the city going mad trying to kill Batman wherever he goes.
