Did Columbo ever NOT solve a case?

It's the same as Murder, she Wrote. If the people of that small CT town would have just killed her off, nobody would have ever gotten caught by an aged mystery writer.
 
He never solved the case of the MISSING SHOES!

No, that's what Columbo always said as he was leaving the room, he'd then have this big pronouncement about who the killer was, and why he/she should suck Columbo's dickey-bird.
 
He did always solve the case, but he let an old woman go played by Ruth Gordon (the mother in the Any which way but loose films) because she was senile and didn't have long to live anyway.

He also let an accomplice (played by B5s Avonova) go in one of the modern ones, when her mum confessed to the whole thing.
