I doubt it. If it were, I think we wouldn't be seeing the suspended page. In order of things that most likely happened, (IMHO):

1. Some illegal activity, probably having to do with copyright was found and the person or person(s) owning it contacted the ISP and complained.

2. Bandwidth actually ran out or someone forgot to pay the bill.

3. A hack attack.
