I need to contact upper management and the way I have done requests in the past haven't received much traction, so I decided I should probably change my tactic.

Lol you say that as if being a guy is any more effective with upper management? I am a freaking senior team member, and regularly have to loop in my director because managers of other teams completely blow me off on security recommendations or call outs. Hell some of them even have reports attached to them which means I already CYAd myself and it falling on deaf ears ends up screwing you over, not me... and crickets.
Valid point-in the industry I am in many complain of upper management not responding at all. I know it isn't just me. But I thought it was funny to think about for a moment.
I had to email a co-worker a message from someone because their phone died and it says that right in the message and they responded to me about the 2nd part of the message and then said, "Yeah I texted them but never heard back"
And then I had to reply to them-"yeah, they said in the beginning of the message that their phone died-that is why I was emailing you"
Common mistake, but really common for that person-having to re-explain myself several times.
