He decided that he liked to meddle with history, specifically the history of Earth, and to change it for his own amusement and for what he considered to be the better — lending mechanical assistance to the builders of Stonehenge; giving Leonardo da Vinci tips on aircraft design; and, when, the Doctor's first incarnation, encountered him, he attempted to prevent the Norman Conquest as part of a plan to guide England into an age of technological prosperity. On that occasion he wore the guise of a monk in order to gain the trust of the 11th century locals, hence the name by which he is most often referred.
A comic character doesn't sound like something that'd suit him. He did have some amusing scenes in Next Gen and Extras, but in those he was either playing the straight man, or being very deadpan. Dunno what he'd be like as a more wacky character. Possibly embarrassing.
Maybe he wants those Who fans at the stage door to ask him to sign his inevitable action figure?
