U.S. President Joe Biden called for medical facilities in Gaza to be protected, as Israel continues its offensive in the region. “Hospitals must be protected,” he said at an Oval Office event on Monday, calling for “less intrusive action” by Israeli forces. This comes as the World Health Organization states the situation at the Al-Shifa hospital in Gaza City has grown increasingly dire and that a cease-fire is necessary to preserve civilian lives. The WHO has said that Al-Shifa has ceased to function. The Israeli Defense Forces have denied that Al-Shifa is under siege and said it would help evacuate babies from the hospital. Meanwhile, IDF spokesperson Jonathan Conricus said the defense forces have ongoing intentions to ramp up operations in the north of the Gaza Strip. Elsewhere, the U.N. Relief and Works Agency for Palestine said it will have to wind down its operations within 48 hours after depleting fuel supplies. “The humanitarian operation in Gaza will grind to a halt in the next 48 hours as no fuel is allowed to enter Gaza,” UNRWA Director Thomas White said late Monday on social media. In the U.S. tens of thousands of demonstrators streamed into Washington, D.C., for a “March for Israel” on Tuesday for what was expected to be a strong show of support for Israel.

Indeed, the frank admission by Eli Cohen, Israel’s foreign minister, on Monday that Israel had “two to three weeks” before it faced significant diplomatic pressure for a ceasefire may prove optimistic. It is said the IDF has prepared short- and long-term campaign plans, dependent on the political environment in which they operate. Most western officials are more inclined to believe Israel rather than Hamas, and it is striking that US intelligence before the raid claimed independently that Hamas had committed a war crime by installing a command post in the hospital. But in a very polarised war, each side is going to interpret the evidence to fit their prejudices.

Should U.S. Aid to Israel Be Contingent on Human Rights?


Senator Ben Cardin, the Maryland Democrat, is the chair of the Senate Foreign Relations Committee. Since the Hamas led attck of October 7th, he has been working with the Biden Aadministration to pass a bill through Congress that would provide aid to both Ukraine and Israel. It will mark one of the last major pieces of legislation of his congressional career, because Cardin plans to retire after his third term, which expires at the beginning of 2025. Cardin has been known for his focus on human rights; he helped to sponsor the 2012 Magnitsky Act, which sanctioned Russians involved in human-rights abuses, and recently blocked military aid to Egypt, which he said should be conditional on improvements in the Egyptian government’s human-rights record.

The President has submitted supplemental requests that include not just Israel but also Ukraine and the Asia Pacific, with a particular interest in Taiwan. It also includes humanitarian assistance and has some funding provisions for border security. That is now under consideration in both the House and the Senate. The major stumbling block appears to be the border-security issues.

While talks continued over extending the truce in Gaza, the Israeli Defense Forces have continued to prepare for a resumption of hostilities within days – which risks provoking an unprecedented humanitarian crisis among an already desperate population. Israel remains determined to take control of the southern part of the strip, and in particular Khan Younis, where it believes Hamas’s leader, Yahwa Sinwar, is based, in pursuit of the overall goal of destroying the group’s military and political capacity. But after demanding the evacuation of northern Gaza, insiders and experts accept the strategy has to change. “The IDF knows it cannot conduct a duplicate of the operation in northern Gaza in the south,” said Tamir Hayman, a former head of Israel’s military intelligence, who has been providing advice to his previous employer since 7 October. There are, Hayman says, 2 million people in the south of Gaza, 1 million of whom have moved there since the start of Israel’s attacks on the strip, in response to demands that they evacuate from the heart of the combat zone. This has not stopped Israel’s air force bombing in the south, but by contrast the north has been smashed. If the new model is viable, the IDF thinks fighting will could go on for months, at least into January. But the prospect of a longer war and above all further evacuations, to an increasingly small portion of the strip, alarms aid agencies and will raise wider concerns that Israel’s ultimate goal is to depopulate the strip.

The temporary cease-fire in the War between Isreal and Hamas ended Friday morning after a week and both parties confirmed that hostilities had resumed. Israel accused Hamas, which the U.S. and Israel consider a terror organization, of violating the terms of the truce as it was set to expire. Israeli war planes hit targets in the Gaza Strip, killing at least 109 people, according to the Hamas-controlled Ministry of Health in the Palestinian territory, as rocket warning sirens blared in southern and northern Israel. An estimated 137 hostages were still believed to be in captivity in Gaza after 105 were released during the temporary cease-fire. They were freed in exchange for Israel's release of 240 Palestinians from prisons in the West Bank, according to the Palestinian Prisoners' Club. As the cease-fire was set to expire at 7 a.m. local time (midnight Eastern), the Israeli military said the country's missile defense system had detected and intercepted a rocket fired toward Israeli territory from Gaza. Air raid sirens were heard in southern Israel Friday morning and schools in central Israel were told to open only if they have bomb shelters. Otherwise, classes were to be held remotely.
