The thing I don't get about tis Immigration bill is it's execution.

Now: there are 11 million illegals in the counrty now. We know their here, we haven't caught them, they are working, we still haven't caught them, the border is sparsely guarded making it easy for them to get in (ok, easier), we still haven't caught them.
Aren't we allowing them to be here in the first place?

Our government is, at the insistence of Big Business and the Mexican government, who are the two primary beneficiaries of the whole steaming pile.

Polls show, on the other hand, that between 80-90% of Americans polled want those people gone, never to return but by the legal route.

I would imagine that the payment for lands conquered was a means of insuring that Mexico wouldn't just turn right around and resume hostilities as soon as our military stood down.

Of course, that only half-worked, as we now know. It only resulted in the duplicitous fuck of a government waiting awhile and then prosecuting an undeclared civilian action, eventually allowing that to be reinforced by "accidental" military incursion and unhindered paramilitary offensives.

On presumably on the principle that your enemy can't successfully repel an invasion if you simply don't bother to announce it. Sadly, they appear to have calculated correctly.
