I just realised... On DS9 in the episode 'In The Pale Moonlight' Garak didn't trade the gel for the data rod at all... he already had the rod. He just used the gel to blow the Romulan ship. :shock:

Nice theory, actually. But I don't think it's the case. Garak wouldn't need Biominemetic Gel to blow up Vreenak's ship. I am sure he would be able to do the job in a more cost effective manner.
