I'd say yes. It prevents the spread of infectious diseases but still allows the junkies the opportunity to OD and remove themselves from society. It's a win-win situation.

It doesn't affect me at this stage in my life so I say SURE WHY NOT.
 
People who have no money find ways to buy their drugs, let them find ways to buy their paraphernalia.
