Would you believe that the reason for THAT was Rick Berman's pettiness?

Seriously, when Garrett Wang asked why Harry Kim wasn't promoted, Berman said "Well SOMEONE has to be the ensign", and then started to personally check every single Voyager script to make sure that Kim would never be promoted past ensign.
