It looks like it uses the Star Trek 5 set (did they use the Enterprise-D's engineering room for the Enterprise-A in Star Trek 5? Cheap bastards!) so I would have been born at least...
 
I think it was made before then, and used the films bridges, and TNG engineering, you'll notice some of the effects and graphics are from Wrath of Khan.
 
When did they float the shares? It would have been about 1986 if memory serves me right.
 
If memory serves, they used the warp core from TMP in TNG (as well as other bits) and then made a new engineering set for the movies once TNG started. The movie sets would've been in studios needed for other projects, so they must've taken that set down when they did this ad. Anyway, most people wouldn't know the difference, so it's not a big deal. Cool advert for sure. I like how you can even see the meteor shower in the background in the shot of the Enterprise.
 
I like how Shatner later hit Doohan over the head with a rock on set.
