Beard will take until 30 to look decent. Even with constant shaving. But shaving does thicken it some.

I was cursed with native American blood so my beard didn't start looking right until my mid 30s.
 
I'm Irish. Almost completely smooth at 20 but a hairy beast all over by 25.

The beard was all good by my mid-late 20s. I learned how to trim it right by my 30s.
