I don't think so. Why would it? Fighter jet pilots' brains, for example, don't slow down at speeds greater than sound. Yes, there are some biophysiological changes concerning proprioception and other "funny feelings" regarding crazy allothetic frames of reference but those are mainly psychosomatic and not inherently physiologic. If we can shield the brain from the rapid changes in acceleration and the concomittant havoc in pressure, then travel at or near the speed of light should be safe. But don't listen to me.
