Look at it this way: Of all the doctor's companions Rose played the most key role in the stories. She not only presided over two tenures, she was responsible for the creation of one Jack Harkness the Immortal, in her guise as Bad Wolf, which makes her responsible for basically all of Torchwood's adventures.. If we extrapolate further since Harkness was hinted at as the eventual Face of Boe, that makes her indirectly responsible for even more key stories.

Plus she came back from a honest to frigging God dimension of no return. Even the damn Doctor couldn't do that...
