Russian ships arrive in Cuba as Cold War allies strengthen their ties​


A group of Russian Navy ships, including a nuclear-powered submarine, arrived in Cuba on Wednesday morning in a sign of strengthening ties between the two Cold War allies. Russian frigate Admiral Gorshkov – the first of a four-ship convoy – fired a 21-gun salute after entering Havana harbor, which was answered by the Cubans with cannon fire from an 18th-century colonial fort built by the Spanish to guard the port. The Gorshkov is one of the Russian Navy’s most modern ships, and was followed by the nuclear-powered submarine Kazan, a rescue tug, and an oil tanker.

The four Russian ships are now docked in berths usually occupied by cruise ships. It marks the largest show of force by the Russians with their longstanding ally Cuba in many years. The US assesses that the Kazan does not have nuclear weapons on board, a US official said. The vessels will carry out a five-day official visit to the Caribbean island – a show of Russian force just 90 miles from Florida as tensions rise between the US and Russia over the war in Ukraine.

China’s support for Russia is “enabling” its war in Ukraine, leaders of the world’s most advanced economies warned Friday in a hardening of tone against Beijing, while threatening further sanctions against actors that materially support Moscow’s war machine. The stark warning, issued at the end of the annual Group of Seven (G7) summit in Italy, comes as the United States is stepping up diplomatic efforts to convince Europe to adopt a tougher stance on China over its role in aiding Russia’s military-industrial complex. “China’s ongoing support for Russia’s defense industrial base is enabling Russia to maintain its illegal war in Ukraine and has significant and broad-based security implications,” the G7 leaders said in the communique Friday.

Ukraine may have talks eventually with Russia, intelligence officer says​


Ukraine will at some point have to enter into talks with Russia to bring an end to their more than two-year-old war, a senior Ukrainian intelligence official said in an interview published on Thursday. Ukrainian President Volodymyr Zelenskiy has repeatedly ruled out talks with the Kremlin, and a decree he issued after Russia formally annexed four Ukrainian regions in 2022 deems negotiations "impossible".

But Major-General Vadym Skibitsky, deputy chief of Ukraine's HUR military intelligence directorate, told the Economist magazine that talks would eventually be needed, as would be the case with any war. "General Skibitsky says he does not see a way for Ukraine to win the war on the battlefield alone. Even if it were able to push Russian forces back to the borders — an increasingly distant prospect—it wouldn’t end the war," the magazine wrote.

Ukraine may fire US-provided missiles into Russia wherever it is coming under attack, Pentagon says​


Ukraine’s military is allowed to use longer-range missiles provided by the U.S. to strike targets inside Russia across more than just the front lines near Kharkiv if it is acting in self-defense, the Pentagon said. President Joe Biden initially loosened the resrictions on how Ukraine could use U.S.-provided munitions to give it another option to defend the eastern city of Kharkiv from a relentless barrage of Russian missiles. Since the beginning of Russia’s 2022 invasion, the U.S. had maintained a policy of not allowing Ukraine to use the weapons it provided to hit targets inside Russia for fear of further escalating the war. Russia has been firing on Ukrainian targets from inside its border, treating its territory as a “safe zone,” said Maj. Gen. Pat Ryder, Pentagon press secretary. The Pentagon said the additional permissions are not a new policy. “This is not about geography. It’s about common sense,” said spokesman Army Maj. Charlie Dietz. “If Russia is attacking or about to attack from its territory into Ukraine, it only makes sense to allow Ukraine to hit back against the forces that are hitting it from across the border.”
