The IRS. I loved in when they told him he was being audited for failing to pay luxury taxes, and tried to take his Batmoble away!
 
There was one comic where Robin started taking drugs and let his dealer into the Batcave and the dealer saw everything so Robin beat him to death and buried his body there, but Alfred walked in and Robin was going to kill him when Batman walked in wearing a party hat singing "HAPPY BIRTHDAY TO ROBIN!" and they all laughed.
