Why didn't we see more of 'A Briefing With Neelix'?

There should have been a whole episode of Voyager where Neelix just goes crazy and interviews everyone all day.
 
And he ties up Paris and forces him to tell "funny" story until Parish finally screams "I WAS FUCKING KES ALL ALONG!"
 
Then the Doctor runs in with a model of a Bolian penis and says "YOU PROMISED TO LET ME TALK ABOUT COCK TODAY!" and stuffs it down Neelix's throat.
 
There should've been an episode where Neelix discusses the pros and cons of every vegetable in its use as a dildo.
 
Neelix should have developed a secondary personality known as "The Tickler" and he goes around the ship all the time tickling people with a big feather against their will.
 
I would imagine (not having read any Neelix fanfic) that Neelix's penis resembles that of a duck, and that it could have been used in lieu of a feather for the above activity.
 
It all went wrong when Neelix started his To Catch a Predator segment and accused Icheb of grooming Naomi Wildman.
