I get the sense that thanks to Data's status as a fan favourite Brent Spiner got a bit too much influence over the stories. I wouldn't be surprised if his representatives were urging for there to be more Data, or he'd pull out.
I liked the Data stuff in FC and to an extent in Generations, too. And the idea of a lost Soong type android wasn't a bad one for Nemesis. It's really more when you think of the TNG movies collectively that you realise how unbalanced the sharing of screen time was.
Last project of his I was aware of was the documentary "Chaos on the Bridge" (which is on Netflix), about TNG's creation and first season or so. It was pretty good, if a bit lightweight. One of those shows that clearly originally had ad breaks every ten minutes, so you're constantly being given recaps on what you just saw and previews of what will be coming up if there's any time left.

I like how the extra on the left looks at the main actors to see which way he should be swaying, then realises they are all going in different directions.
They actually did sway the bridge for real in all those scenes, so these stabilised gifs are misleading. They also built the Enterprise in full, in actual size, even the rooms they never showed.
