It's a matter of conditioned Western aesthetics. Early-season Major Kira showed us that women in tight suits with boots or flats look mannish. The heels re-feminize the look.
 
High heels: sexy as hell, not very practical for cat bugulary.
 
But they're practical for kicking ass and stomping dudes nuts in.
 
I think she has a funny neck. She looks awkward, weird posture, but then again the heels might be the reason...
