Seska was cool but her character was ruined by the utterly shite Kazon and being involved in a storyline with Chuckles.
The best guest star was Brad Dourif as Lon Suder. He was actually a fantastic character that was handled pretty well. His suicide rampage at the end of Basics part II was awesome. Probably good that his tenure was short and sweet since they would have fucked it up if he had been on the show any longer. It's not ANY surprise that the writing for the character came pretty much solely from Michael Piller (R.I.P) either.

In a GOOD show they could have had him as a recurring character who Janeway goes to when she wants something "messy" taken care of.
