And when we thought Michael Dorn would be playing Barack Obama all the way through the season so there'd be at least one chink of brilliance in an otherwise lackluster show. But we never saw him again.

Pretty sure they film those previews at the same time as the rest of the episode they are attached to.

They are a hint of what the next year could provide, not a guarantee there'll be one.
 
I think what Wacky is saying is that if they expected that episode to be the last one then they wouldn't have bothered with starting a new Chapter at the end.
