"seven days prior" Not "at least", not "near", not "around". Seven days prior is seven days prior.
As for the like dislike clause, you can still dislike someone and have a valid vote held. Not that this is one. As long as the account in question falls under the criteria of having been absent for 30 days or more, the account is eligible for an Emigration vote. Pickle's accounts fall under those criteria. Therefore, had this vote been held seven days prior to the coming election, then it would be a legal vote. This, we can chalk up to the likes of a gallup poll.
