I can't figure out how to buy the ability to make something other than a neutral smilie in a comment.

I think she's talking about having the ability to add her own smiley in the comment besides the positive/negative one that goes in automatically. Is it possible to do that?

Then she should be more precise with her query. AFAIK, neutral/positive/negative refer to the post vote/reputation mechanism.
