Dr_Dave is in Japan dealing with the Ninja Crisis.
 
I knew if they didn't properly fund the Ninja Regulatory Council, eventually there would be ninja buildup until they'd have to release some ninja steam into the atmosphere.
 
They ninja steam powers Dr Dave's airship.

This is what happens when you don't fund the regulations one puts in place.
