US lawmakers hope Ukraine can fight Russia with Russian assets​


Republican and Democratic members of the U.S. Congress introduced legislation on Thursday that would make it easier for Ukraine to fund its fight against Russian invaders by using seized and frozen Russian assets. The U.S. Congress has approved more than $100 billion in military, humanitarian and economic aid for Ukraine since Russia invaded in February 2022. While leaders of both parties insist U.S. support for the Kyiv government remains strong, some members of Congress have question how long that level of aid can continue amid calls to clamp down on government spending. "Over a year into Russia’s full-scale war against Ukraine, more than $300 billion in Russian sovereign assets remain frozen globally," said Senator Jim Risch, the top Republican on the Senate Foreign Relations Committee and a sponsor of the bill.

It is coming up to 3pm in Ukraine. Here are the key developments so far today:
  • Ukraine has recaptured the village of Piatykhatky, in the southern Zapororizhzhia region, reports suggest. It would be its first gain in the area since it launched its counteroffensive earlier this month. A Russian-installed official said Ukrainian forces had taken the settlement and were entrenching themselves there while coming under fire from Russian artillery, Reuters reports. If confirmed, it would be Ukraine’s first village gain for nearly a week, and marks an apparent escalation of the offensive on the most direct route to Crimea.
  • Russia’s defence ministry claimed on Sunday that its forces had repelled a series of Ukrainian attacks across three sections of the frontline where it said Ukraine was pressing most actively in the Zaporizhzhia region, Reuters reports. The battlefield reports could not be independently verified.
  • The EU is speeding up arms deliveries to Ukraine to support the counteroffensive against Russian forces, the EU industry chief Thierry Breton told the French daily Le Parisien. He said the EU would be stepping up its efforts, pledging that 1m high-caliber weapons must be provided within the next year.
  • The UK Ministry of Defence says heavy fighting continues to be focused in Zaporizhzhia oblast, western Donetsk oblast and around Bakhmut. It says both sides are taking high casualties, with Russian losses likely to be the highest since the peak of the battle for Bakhmut in March.
  • The death toll from flooding caused by the destruction of the Kakhovka dam has risen to 16 in Ukraine and 29 in territories controlled by Russia, according to briefings by Kyiv and Moscow. Flood water poured across a huge area of southern Ukraine and Russian-occupied areas when the dam was breached on 6 June.
  • Ukrainian forces have destroyed an ammunition depot near the Russian-occupied port city of Henichesk, in the southern region of Kherson, a spokesperson for the Odesa military administration said on Sunday.

The chief of mercenary group Wagner has accused the Russian defence ministry of deceiving Russians about the course of Ukraine’s offensive, pointing to Kyiv’s progress on the battlefield. “They are misleading the Russian people,” Yevgeny Prigozhin said in an audio message released by his spokespeople. “Huge chunks [of territory] have been handed over to the enemy.” Russia’s constitutional court has rejected an attempt by rights groups to seek the repeal of a law that bans people from speaking out against Russia’s invasion of Ukraine. Campaigners including legal defence group OVD-Info and the banned human rights organisation Memorial had filed the case in April, saying it violated articles of Russia’s constitution including on free speech and freedom of conscience.

Ukraine Says It Advances in South, Stops Russian Attack in East​


Ukraine's armed forces have halted a Russian offensive towards the cities of Kupiansk and Lyman in the east of the country, and are advancing in the south, a senior Ukrainian defence official said on Friday. "We had very fierce battles in the Kupiansk and Lyman directions, but our soldiers stopped the enemy there," Deputy Defence Minister Hanna Maliar told Ukrainian television.
Ukraine is in the early stages of its most ambitious counterattack since Russia's full-scale invasion in February 2022 and says it has retaken eight villages, its first substantial gains on the battlefield for seven months. But Russia still holds swathes of territory in eastern and southern Ukraine, and Ukrainian forces have yet to push to the main defensive lines that Russia has had months to prepare. "Indeed, we still have the main events ahead of us. And the main blow is still to come. Indeed, some of the reserves - these are staged things - will be activated later," Maliar said.

Moscow accuses Wagner head of mutiny, he says his forces enter Russia​


Russian mercenary boss Yevgeny Prigozhin said on Saturday his Wagner fighters had crossed the border into Russia from Ukraine and were prepared to go "all the way" against Moscow's military, hours after the Kremlin accused him of armed mutiny As a long-running standoff between Prigozhin and the military top brass appeared to come to a head, Russia's FSB security service opened a criminal case against him, TASS news agency said. It called on the Wagner private military company forces to ignore his orders and arrest him. Wagner fighters had entered the southern Russian city of Rostov, Prigozhin said in an audio recording posted on Telegram. He said he and his men would destroy anyone who stood in their way. Prigozhin earlier said, without providing evidence, that Russia's military leadership had killed a huge number of his troops in an air strike and vowed to punish them. He said his actions were not a military coup. But in a frenzied series of audio messages, in which the sound of his voice sometimes varied and could not be independently verified, he appeared to suggest that his 25,000-strong militia was en route to oust the leadership of the defence ministry in Moscow. Security was stepped up on Friday night at government buildings, transport facilities and other key locations in Moscow, TASS reported, citing a source at a security service.
